In a recent series of meetings with offshore wind developers, AWC President Markian Melnyk outlined significant benefits while also addressing some of the initial concerns of developers. Melnyk said the AWC system can reduce wind project transmission costs by significantly decreasing connection length, expensive land-based grid upgrades and multiple, duplicative approvals. Recently, a study of the AWC by the Brattle Group concluded that the offshore wind generation interconnected through the project will reduce system-wide production costs from fossil-fuel fired generation by $1.1 billion per year. In addition, the development of the AWC Project and associated offshore wind generation will reduce CO2 emissions by 16 million tons annually, the equivalent of taking 3 million cars off the road. project has already filed for approval with the Interior Department’s BOEMRE, which has told Congress the project is on the fast-track.

WASHINGTON, DC (May 13) – The group in late March filed the first-ever unsolicited right-of-way application for a project that seeks to integrate up to 7,000 megawatts of offshore wind into the PJM Interconnection regional grid (Greenwire, March 31).
Markian Melnyk, a principal at AWC, said today that the next step is for BOEMRE to determine whether there is competitive interest for the first phase of their ROW, which would connect Indian River, Del., with Cardiff, N.J., near Atlantic City.
“We’re glad Mr. Bromwich and others at BOEM are aware of our project and looking forward to working with us to get it reviewed on a reasonable time frame,” he said.
The first phase will include roughly 100 miles of underground cables and hubs for wind projects to connect off Maryland, Delaware and New Jersey, he said. The project will first accommodate up to 2,000 megawatts, about the size of a couple of large nuclear reactors.
“We know we have a full environmental review ahead of us,” which will comply with the National Environmental Policy Act, Melnyk said. “We’re looking forward to educating the public about our project.”
Melnyk added that BOEMRE has vast experience permitting ROWs in the Gulf of Mexico for projects including subsea pipelines and transmission and that he is confident the agency can meet Bromwich’s permitting time frame.
